This Credit Support Facility (CSF) Manual constitutes PART B of the Electricity Access Scale-Up Project (EASP) Project Operations Manual (POM) for Uganda Energy Credit Capitalisation Company (UECCC), as highlighted in Table 1
The first part of the manual details the general conditions which apply to all of the three (3) RBF schemes, followed by three (3) separate sections that outline specific conditions and processes for each of the three (3) RBF schemes. An Energy Service Company (ESCO) must make separate applications to each of the RBF schemes, using a separate application form for each one.
This Technical Assistance Manual constitutes PART E of the Electricity Access and Scale-up Project (EASP) Project Operations Manual (POM) for Uganda Energy Credit Capitalisation Company (UECCC) (EASP POM for UECCC) as shown in Table 1 highlighted below. It is intended as a manual for providing technical assistance to private companies, financial institutions, and NGOs to enable them to participate effectively in the EASP. .
The Environmental and Social Management System herein referred to as the ESMS builds on the various policies and management instruments already developed and applied by UECCC and are to be implemented and to ensure that the organization can effectively environmental and social risks and impacts that are likely to be associated with components 2, 3 & 4 of the Electricity Access Scale Up project to be implemented by UECCC.

It was operationalized in 2009 primarily to facilitate investments in Uganda’s Renewable Energy Sector, with a particular focus on enabling private sector participation.
